The school is already taking day offs for raya which some schools do not take because they do not want to have this cuti berganti meaning that if you want to take longer holidays, you have to replace the off days on Saturday. What I heard about cuti berganti is that if the school has at least one person being a teacher or a student, minority group- the school is obliged to take this type of off day so that the minority could also enjoy longer feastivities holidays of their culture. (I am sorry if this explanation is still not well thought of or well versed). Thinking back about the rational- yes, it is rational, just that the justification of the PPD or the JPN or perhaps KPM itself to not allow other activities than teaching-learning is somewhat irrational. Students enrollment on Saturdays are far behind satisfactory, now tell the world how to teach 10 students if the class should have 43 students. At last what we do is combine the classes with small enrollment and conduct may be 2 activities to fill time. Please give the school the liberty to do anything on Saturday as long as they are not against the law.
